Fire safety and building classification were prominent topics at the 2026 National Specialist Disability Accommodation Conference. SDA Consulting highlighted questions about BCA classifications, fire detection and suppression, Class 2 and Class 3 apartments, onsite overnight assistance, assistive-device fires and emergency evacuation.
This discussion does not create a new rule by itself. It does show where sector attention is moving and where providers should expect detailed questions from assessors, auditors, participants and emergency services.
Certification is not the end of the obligation
The NDIS Commission's SDA Practice Standards require providers to maintain ongoing compliance with the SDA Rules and relevant building, safety and tenancy laws. A dwelling that was compliant when enrolled can still develop an evidence gap if systems change, certificates expire or modifications are not documented.
Evidence providers should keep together
- The approved building classification and occupancy documentation.
- The fire safety schedule and current annual or periodic certificates required in the jurisdiction.
- Inspection, testing and maintenance records for alarms, suppression systems, emergency lighting and other essential measures.
- Emergency and evacuation plans that reflect participant needs and the actual staffing arrangement.
- Records of modifications, assistive technology installations and any resulting reassessment.
- Completed corrective actions, responsible people and completion dates.
Questions worth testing now
- Can staff locate the current fire safety evidence for each dwelling within minutes?
- Does the evacuation plan reflect the people currently living there?
- Are OOA assumptions consistent across the enrolment record, service arrangements and emergency plan?
- Does every failed inspection item create a tracked action with an owner and due date?
- Would a building modification trigger a review of certification or emergency procedures?
